Another thing is the magazine's audience. Every magazine caters to a particular crowd since it's harder to please everyone and the list each mag makes is going to reflect that. A magazine like
Smooth features thick, curvy women, mostly black and latina. The list they make is mostly going to feature women who fit that description because that's what their audience wants.
Miranda Kerr may place on
Maxim's list, but she'll never place on a
Smooth one. She is far from what the readers of
Smooth find attractive. Same goes for any other lists. A magazine like
Maxim features mostly actresses, singers, and fashion models while leaving out a lot of glamour and fetish models, porn performers, etc.

I think these lists are more just for fun than actual awards. It's just another reason to feature hot women.
Also, finding every woman in the would be tough as hell. There are tons of women who are beatuiful, but just aren't well known outside of their circle. Everytime I look for some scans or pics, I find more women. Often times with foreign ones it's tough to search for them, especially if they use alphabet that you don't know. I have to come here to get the Japanese name when I search for a Japanese model to get better results. Knowing where to look is tough too. I don't know how much time other guys invest in searching for women on the internet, but that shit's gotta take a lot of time. I do it more on the side and I find myself having to stop because I've been wasting too much time looking at women on the internet. I mostly search for European, South and North American women, then come here for whatever else. I don't want to think about how much time I would need to search for women all over the world.
There will never be a real "100 Sexiest Women of the World" list just 'cause it would be too difficult to find everyone, there would be too many disagreements with people's opinions, and having that many women only makes the list harder.
In our rankings here, the first year let every women be included. (I wanted to try to make a list that really did include women from all over the world) The result was a shitload of women only having one (sometimes two) voters and only a few women where a couple of people voted for her. It makes a big gap. We only had like 30 people who voted, so that fucked it up too. Then
Masa or
daigong said to split the list into smaller versions to fix that problem and the lists came out a little better. Still kinda wack since not that many voted.
