Japanese Wikipedia says her first name is actually
Seishika, which is a flower in Okinawa, where she is from.
I don't know why it was morphed to Seishiru (Cecil),
but there is a very popular fashion line in Japan called Cecil McBee, which also
has an unusual background. Cecil McBee is an American Musician, but the clothing
line used his name without permission or payment, the name just sounded cool?

Again, I have no idea if the clothing line influenced Cecil or her
managers in the choice if her stage name....

Cecil McBee lost when trying to get the company behind the fashion line
