Is the voting for favorite songs open to people residing in Japan only?

Though not open to request, I still wish we can see songs performed by a mish-mash combination of OGs & current members; who won't wanna see Mizuki, Sakura & Kudo sing alongside Yuuko, Goto Maki, Kaori, or Abe?

Did anybody wholeheartedly welcome the apostrophe-year thing when H!P introduced for Morning Musume? I dunno; is the company saying that Morning Musume disbands every 31st Dec 11:59pm & reforms a new group on 1st Jan at midnight?

For me, from Nakazawa to Chisaki it has always been one single Morning Musume group:

for 20 years since 1997.
