i think you are probably cheated by the eyes, they have same eye shapes... at first i also guess the same as you... but after i look at the picture long enough, i somehow saw that difference but still not very certain but i still guess the otherwise... and after i check the answer, i got it. 
Whenever one of the girls (or any celeb in general) posts a pic of themselves with a relative of theirs, we have to keep in mind that not all these relatives want the rest of the world to know and be able to recognize them on the streets as "the relative of ________". To be exposed as the relative of an idol/celebrity could potentially cause major disruptions the relative's "normal" life, so even though they may not have a problem with being mentioned in their famous relative's blog, in order to try and help keep their private lives as private as possible, relatives of idols/celebs will often cover up part of their face or turn their heads away from the camera so that we don't really get a good look at them in pictures. While it's logical to figure that she and Aichan look similar, they're not identical twins, which means if someone happened to walk past her randomly in the streets, more likely than not, the connection between them would not immediately be made. Hell, after her own first-hand experience with "fame", I'm sure Aichan wouldn't want her sister to get harassed/recognized out in public and get asked by random people
"OMG YOU'RE AICHAN'S SISTER?!!??" Remember that Aichan has lived her life publicly for the past decade, so she knows that even though she's wearing sunglasses in the pic, people already know what she looks like and likely would be able to recognize her fairly easily. More importantly than knowing that she's likely to be recognized and/or approached by random people, Aichan is more/better prepared emotionally to deal with it. Her sister, on the other hand, is not (as far as we know) a celebrity/public figure, and thus is probably not used to treated like one.
Now sometimes there
are exceptions/special cases, like with
Eri's sister Rina, who decided to post the pic of the two of them on her own blog. Rina herself has decided to enter the world of showbiz (
professional profile page here), so for her, she knows that possibly being recognized out in public is part of the game.
