Well its not really surprising that no one does help much in Big cities, especially ones as big as Tokyo.

Theres not the same connection, as the cities so big no one passing eachother really knows the other, and citizens don't tend to get help out much, as theres more fear of violence.

As in small towns, where everyone knows everyone almost, people will usually help out because they know the person one way or another.
