The SNSD Star Cards are no longer produced and (web)retailers don't have them in stock anymore. Your best bet is to look on eBay if you can find a seller who still has them.

Here are some things I do when I buy something from a seller the first time.
You should always read the feedback of the seller, especially the negative feedback. Also, carefully read the payment and shipping information. If anything is unclear, ask the seller a question. Good sellers should be able to respond promptly.
You should also check if maybe other sellers have a similar er better deal. A quick search for "SNSD star card" returned 634 results, take the time to look through them.
There is no guarantee that no problems will occur, but this should help avoid "bad" sellers.

but what we're trying to do is to trade cards, he wants nba rare cards for his snsd packs
I'm a bit worried if he'll ask me to send nba cards first  :doh:

One of the simplest things you can do is ask for pictures. Everyone owns a phone with a cam nowadays. He should be able to take a picture of the cards and add something distinctive like note with your (nick)name on it. You do the same of course.
Some eBay sellers send a picture of the package with your name and address clearly readable on it.
When trading you'll have to build up trust by sharing information, but there will always be some risk.
