"Retouched" in this case basically means that the scans have been "cleaned up" of the random dirt/smuges/crap that you sometimes get with scans.  Basically the scans have been optimized to "look better".

In this case, i personally think it has been "too much" modified.
Look at Rika skin.... its too unrealistic looking!  :banghead:
