Definitely not. It's a cover shoot for magazine, seems like Weekly Taishu. Many gravure idols censor their bikini or whatever they are wearing then they post photos to social media from photoshoot before release. The censor maybe is for hype or maybe there's legal reason which prohibit them. If anyone knows please fill in.
Actually you can see she is definitely wearing something in the first pic you capture.
