Yea, its a cover.
The original was sung by Emi Jackson.
"Yo, microphone check one, two, what is this? The five foot assassin with the roughneck business"
"Are you my mummy?"
"Hello, Sweetie."
"Who's scruffy looking?"

This sorta only belongs here 50% but I hope it's fine anyway.

Under MM's Niigaki Risa Specialty on wiki.theppn.org it says: "Mayuge beam". Mayuge beam is also mentioned several times in Yuki / Ai Anata ≧ Suki when she is being MC GAKI.
What does it mean/what it is and is this in someway a distinguishing feature for her?

It means "eyebrow beam". It's like her version of Yaguchi's "sexy beam".
Here's a clip that explains it more :

That's just a made up penname. 「眉毛ビームは品切れ中」 "Mayuge Beams are currently out of stock"

Emy Jackson's is called "Crying in a Storm".
Melon Kinenbi's is actually a cover of a japanese cover (I think from the 90's) of Jackson's original english version from the 60's.

Melon's is a cover of Anzai Maria "Namida no Taiyou" from 1973, which was a cover of Emy Jackson's "Crying in a Storm(涙の太陽)"

EDIT: The Emy Jackson song was called Namida no Taiyou as I said before, based on the cover of the single

See the big 涙の太陽 there?

And here you have Emy Jackson, Anzai Maria and Melon Kinenbi together for a performance of Namida no Taiyou
