This prediction I feel is safe and also with loss of four members, the openness will bring back competition within the 12-20 spots. 

The push for Paru is damn strong and I assume it’ll pay off.  Takamina being at 7 seems fair but higher is a reach.  Having Kitahara and Milky back seems to be the plan although the pain of Miichan not making it will linger especially after the scandal.  Haruppi and Yuria entering senbatsu is beneficial for both HKT and SKE as NMB doesn’t have anyone worthy after Sayanee and Milky.

Sasshi winning it again will follow a trend of different winners every year.  Yukirin forever third.  Takahashi entering top 7 is a great way to end her tenure of moderately sustainable positioning.  Still the battle between Sasshi and Mayu will bring in votes (probably fiercer than the Acchan/Yuko matchup)

Wild Cards

Matsumura Kaori- as high as 14
Minegishi Minami- highly possible to drop
Moriyasu Madoka- Probably the best one to enter behind the big three of HKT (sasshi Sakura Haruppi)


Dropouts

None

AKB will rule because of size but HKT will take on a rise with their top members.

I was thinking around the same, so I literally just mixed up manatzukkyun's list.
And switched Akarin for Tani.

I want to believe in Kitarie this year because her fans seem genuinely motivated (these 1st day results tell a lot)
Milky on the other hand... I'd be happy if she made it to senbatsu but I'm not sure if she can do it. We all know how NMB fans are, they just can't be bothered about the elections...
Paruru got a nice push but she won't be able to go higher than 5 because Jurina fans are just... mad.
I think Yukirin definitely has a shot this year. I wanna believe in her! Although Sasshi is quite a strong contender...

^ I wouldn't be surprised if Milky didn't get in but if she drops below 18 this time around, it shows how much the NMB fans are willing to push for her in comparison to Sayanee.

Paru been on a upward swing since she had won Janken a co-center and a center position on the Summer single pretty much gives anyone that drive upwards.  I don't discount on Yukirin but I think #3 seems to suit her more than anything else  (it could be her year but never know with fans right?)
