The Edmonton Oilers will pick first in the 2015 NHL Draft after winning the NHL Draft Lottery on Saturday.

The Oilers had an 11.5 percent chance, third-best, to win the first pick in the draft, which will be held June 26-27 at BB&T Center in Sunrise, Fla.

The Buffalo Sabres, who had the worst record in the NHL this season, dropped to second. The Arizona Coyotes, who were next to list, fell to third.

It is the fourth time in six seasons the Oilers will pick first.

Erie Otters forward Connor McDavid is No. 1 in NHL Central Scouting's final ranking of the top North American skaters.

McDavid, considered the top prospect since Sidney Crosby was picked first by the Pittsburgh Penguins in 2005, is regarded for his speed and game-changing potential. He finished third in the Ontario Hockey League with 120 points in 47 games, nine points behind the league leader playing 21 fewer games. His 44 goals were tied for fourth.

Boston University forward Jack Eichel is ranked No. 2 by Central Scouting; he won the 2015 Hobey Baker Award as U.S. college hockey's best player after leading the NCAA with 71 points in 40 games.

Completing the top six North American prospects in Central Scouting's final ranking are defenseman Noah Hanifin of Boston College of Hockey East, center Dylan Strome of Erie, left wing Lawson Crouse of the Kingston Frontenacs of the OHL, and center Mitchell Marner of the London Knights of the OHL.

Right wing Mikko Rantanen of TPS in Liiga, Finland's top professional league, is No. 1 among international skaters.

Each of the 14 non-playoff teams was eligible to win the first pick. The remaining 13 teams will be slotted in reverse order based on their regular-season point totals.

The drawing determined the order only for the first round. For all subsequent rounds, the order will revert to the original order of regular-season and Stanley Cup Playoffs results.

The NHL announced changes to the draft lottery format in August which included adjusting the odds of winning the first pick. The 10 highest-finishing non-playoff qualifying teams received higher (better) draft lottery odds than they had previously; the four lowest-finishing teams received lower (worse) odds.

The lottery machine randomly selected four balls. The resulting four-number series (without regard to selection order) was matched against a chart that showed all possible combinations and the team to which each was assigned.

According to a Las Vegas Review-Journal report from earlier this month, the NHL’s Board of Governors is believed to be voting on proposed expansion this September. But, when reached by email, deputy commissioner Bill Daly told PHT the report was “extremely premature.”

Looks like they're pretty serious about getting a team after all. Hell, even if they don't get an expansion franchise, there's always the continued rumors that, despite having a new owner, the Arizona Coyotes may not be in Glendale that much longer.

Maybe something to keep in mind for next season. Someone out there made a collection of simple/uncluttered HD wallpapers for each NHL team. The way that they're done makes them look like they were painted by hand on a wall.

LAS VEGAS -- The Board of Governors will vote during their meeting Wednesday on recommendations from the League's general managers to change the overtime format to 3-on-3 for five minutes and to expand video replay to include a coach's challenge on goals scored off of potential offside or goalie-interference plays.

If the recommendations are approved by the Board of Governors, they will go into effect for the start of the 2015-16 regular season.

The general managers agreed to send the recommendations to the Board of Governors in their meeting Tuesday at Bellagio Hotel and Casino.

The concept of 3-on-3 overtime is to create more space on the ice, which will allow for more goals to be scored and hopefully see more games end in overtime rather than the shootout, similar to the success that the American Hockey League experienced this past season.

By adding a 3-on-3 element to its overtime format, the AHL had 75 percent of its games that went past regulation time decided in overtime this past season. The number was 35.3 percent in 2013-14, when they played under a strict 4-on-4 overtime format.

The AHL's current overtime model extends overtime to seven minutes and starts with 4-on-4 before eventually going down to 3-on-3 if there were no goals scored through the first three minutes.

The NHL had 44.4 percent of those games decided in overtime this season (136 of 306) in a 4-on-4 format.

"I've always said that as exciting that the shootouts can be, I would prefer the games to get decided in the overtime and there's evidence that when you go from 4-on-4 to 3-on-3, it increases the likelihood of a goal in the overtime," Columbus Blue Jackets general manager Jarmo Kekalainen said. "We've seen that in the American League, we've seen that in the Swedish League. So I think there's a good chance the percentage of overtime goals will go up with this change and I think it's an improvement."

However, the NHL Competition Committee, which met during the Stanley Cup Final, was torn between that format and a strict 3-on-3 format until consensus formed among the players that going directly to 3-on-3 would be preferable.

The GMs ultimately decided to go that route because getting to 3-on-3 was a part of any proposal.

"We came out of the Competition Committee meeting with the Players' Association and we talked about both formats, and they went back to their representatives and players, and I think the consensus with them and back to us was 3-on-3 would be the right way to go," Nashville Predators general manager David Poile said. "I'm excited about it. We felt almost unanimous that we would like to have more games ended in overtime versus the shootout. We got our wish. We got 3-on-3. I don't know what the statistics are going to prove out, but I know there certainly will be less shootouts. This could be very exciting. It's another tweak to the game that could be very fan-friendly."

The fan-friendly aspect will be a result of the excitement that the 3-on-3 overtime could create, according to Ron Hextall, the Philadelphia Flyers general manager.

"There's obviously a lot of space and I think once there is one scoring chance at one end, typically if you don't score it goes back the other way," Hextall said. "It ends up being exciting, fast-paced and, obviously, the skill level of the players comes out.

"It's just really risky hockey and it makes it very exciting. I saw some of it at the American League level and it's very exciting."

The coach's challenge has been a topic discussed for several years. It is being limited to expanding video review to goals scored off plays that may potentially be offsides and plays involving potential goalie interference to ensure that more calls made on the ice are correct.

"There's going to be judgmental decisions and calls made and we're never going to agree 100 percent on those, but it's going to give us a chance to get better calls and use the technology that's out there to help us," Kekalainen said. "So I think it's a big improvement as well."

As part of the proposal, to use a coach's challenge, the challenging team must still have its timeout.

"I think it's probably going to be a trial-and-error basis at the beginning since we've never had this type of rule before," New York Rangers coach Alain Vigneault said. "Probably take a little bit of getting used to for when the right time is, so there will be some strategy involved there for sure."

LAS VEGAS -- The NHL Board of Governors gave approval to the League to begin accepting applications as part of a formal expansion process, Commissioner Gary Bettman said Wednesday.

There are no guarantees the process will lead to the granting of an expansion team, but it will allow interested ownership groups to make a formal presentation.

"The Board ultimately will determine whether or not there is any interest in expanding," Commissioner Bettman said after the Board met here earlier Wednesday. "If the conclusion is there is interest, from the League's perspective, then they will focus on what the terms will be and who the successful or likely successful candidates might be.

"The fact that we're going through this process doesn't mean we're going to expand. All it means is that we're going to stop just listening to expressions of interest and take a good hard look at what they actually mean and represent."

Applications from interested parties will be accepted from July 6 through Aug. 10. Commissioner Bettman said the Board of Governors' executive committee will review the applications.

NHL Deputy Commissioner Bill Daly said the earliest an expansion team could begin play would be the 2017-18 season.

The expansion fee to be paid to secure a team would likely be at least $500 million, Bettman said.

"When you're a member of the League, you share in League revenues equally; if you admit an expansion team, instead of dividing revenues by 1/30, you then divide it by 1/31," Commissioner Bettman said. "So there is a negative economic consequence to expanding that has to be balanced against the expansion fee. But again, that has to be set by the Board of Governors. I'm giving you my sense of where I think they are."

Commissioner Bettman mentioned owners or ownership groups from Las Vegas, Seattle and Quebec City are among those known to have an interest.

"Again, with all the well-chronicled expressions of interest, let's see what we get when you're required to sign on the dotted line on a formal application," Commissioner Bettman said.

The Board of Governors has not decided how many teams would be accepted if the decision to expand is made.

Any applications, according to Bettman, will include a look at the viability of the market, the arena situation, and the composition of the ownership group, as well as a presentation of an initial business plan.

"Expansion is a very serious and important business decision. You don't do it frivolously," the Commissioner said.

As for potential markets, Commissioner Bettman said he updated the Board on the ticket drive by William Foley, the billionaire businessman who is interested in bringing an expansion team to Las Vegas. Foley has been conducting a season-ticket drive since Feb. 10 to gauge interest in the market for a professional hockey team. Daly said commitments for approximately 13,200 season tickets have been made, according to the last update from Foley.

The League's current alignment of 14 teams in the Western Conference and 16 in the Eastern Conference could factor into any expansion decision, Bettman said, but it will not be a driving force behind the expansion locations if the League decides to add teams.

"One of the factors that we would obviously consider in any expansion process is what your footprint looks like and what the alignment would be," Commissioner Bettman said. "I don't think you expand just for notion of symmetry. It's too important of a business decision. But obviously as we go through the process, if there is an interest in moving forward, that's an issue you have to deal with."

The health of the League is among the factors that spurred the support to look more formally at expansion, Commissioner Bettman said.

"I think at this stage the game and the business of the game and our franchises and the ownership of our franchises have never been stronger," the Commissioner said. "And I suppose that all of the interest that we've been getting expressed is a reflection of that. But we haven't made, and it's ultimately a Board decision, a decision that we will definitely expand."

The 2015 NHL Draft has been busy for trades as well as for the actual drafts. Amongst the "non-draft" news:

a) Last night, during the televised first round of the draft, 5 trades were made/announced. As of this post, it's the second day of the draft, and already another 5 trades have been announced. One interesting thing is that several goalies have been swapped (Cam Talbot, Antti Niemi, Robin Lehner, Eddie Lack, Martin Jones will all be with new teams next seasons).

b) As expected, Conor McDavid and Jack Eichel went first and second in the draft.

c) Speaking of trades, even though they ended up with 3 consecutive picks in the first round (13, 14, and 15), the Boston Bruins likely pissed off a few of their fans by trading away Milan Lucic, Dougie Hamilton, and Carl Soderberg for draft picks.

d) A few teams showed off some new threads:
- Edmonton took the opportunity to introduce their new orange 3rd Jersey.
- We also got to see the new, less monochromatic jerseys that Arizona will be wearing next season.
- Montreal added a white collar, white neck laces, and a french version of the NHL logo to their "new jerseys".
- Washington is changing their 3rd jersey, sticking with the retro jersey, but switching from white to red (no doubt so that they could be worn at home games).

SUNRISE, Fla. -- Andong Song became the first Chinese-born player to be selected in the NHL Draft when the New York Islanders chose him Saturday in the sixth round (No. 172).

The 6-foot, 161-pound defenseman, who plays at the Lawrenceville School in New Jersey, had three goals and seven assists in 26 games. He said he patterns his game after former Detroit Red Wings star Nicklas Lidstrom.

More important than Song's statistics is the significance of his birthplace: Beijing.

"I am the first," he said. "Hopefully what I want to do is rally people behind me. Not focus on myself but do something good for Chinese hockey."

Longmou Li of Chinese television station CCTV was part of a camera crew that's been following Song for three years. He said there was a lot of anticipation in China to see when Song would be picked.

"We didn't go live for the first round but we're live for the second round," Li said. "And on a Saturday night at 10 p.m., I heard it reached 2.5 million people waiting for his news."

Song said having the camera crew recording his every move already has him feeling like a star, but said he didn't mind the pressure.

"To be the first Chinese player, it's a lot of pressure from people back home," he said. "Good pressure. That'll motivate me to become a better player and hopefully I'll make them proud."

Song came to hockey almost by accident.

"When I was 6 years old I kept getting sick as a child and my mom tried finding a sport for me and hockey came up," Song said. "I tried it out and fell in love with it."

Song said finding places to play hockey in Beijing required some improvisation. There were two ice rinks, but neither was close to NHL size. At times, he had to practice on a speed skating oval.

"There was a big loop and the section in the middle would be all concrete," Song said. "We used to section off part of the track, put a net in there and start shooting pucks around. We had to improvise a lot growing up."

Song said his team won a tournament in China when he was 10, and that's when his family moved to Oakville, Ontario. He began playing with the Oakville Rangers minor-hockey program; that attracted the attention of Lawrenceville, one of the top prep-school programs in the northeastern United States.

He graduated this year, and said next season he'll play at Philips Academy in Andover, Mass., another top prep school, as a post-graduate. He plans to use 2015-16 to earn a spot with an NCAA team.

Song also will continue to play internationally; he's played the past two years for China at the IIHF Division II-B World Under-18 Championship; he was the captain of the team at the tournament this year and had two assists in five games.

China isn't close to being ready to challenge the traditional international hockey powers, but Song said he's noticed the level of play growing rapidly.

"When I started playing there weren't a lot of people there," he said. "There wasn't much support for the game. Last year when I went back, it had been eight years since I'd seen Chinese hockey and it was tremendous how far it's grown. I'm sure they'll keep trying to catch up to Europe and North America and Russia. There's still a gap between them, but I'm sure if we focus on hockey we can catch up."

The funny thing about Pronger getting in, is that he still has not retired...technically.  Sure he hasn't played since he suffered that eye injury while he was with the Flyers a few years ago, but yeah, he has not officially filed his retirement papers. Chris Pronger has been traded despite not suiting up for a game over the past three NHL seasons.

The Philadelphia Flyers traded Pronger's contract, along with defenceman Nicklas Grossmann, to the Arizona Coyotes for forward Sam Gagner and a conditional fourth round draft choice in 2016 or a third round draft choice in 2017.

Pronger was one of the NHL's most fearsome defenceman during his 18-year career, racking up 157 goals, 541 assists and 1,590 penalty minutes over 1,167 NHL games with Hartford, St. Louis, Edmonton, Anaheim and Philadelphia.

He won the Hart Trophy as the NHL's most valuable player and the Norris Trophy as top defenceman while with St. Louis in 1999-2000.

He later joined with star defenceman Scott Niedermayer to form the defensive backbone of Anaheim's Stanley Cup winning team in 2006-07.

Pronger hasn't played since 2011 after suffering concussion symptoms stemming from a stick to the eye, but he has yet to file his retirement papers.

As of this post, the biggest news so far in terms of trades is Toronto trading Phil Kessel to Pittsburgh, followed by yesterday's trades involving Vancouver trading Kevin Bieksa to Anaheim, and in a bit of a surprise, Chicago trading Brandon Saad to Columbus.

In terms of free agent signings, the biggest deals so far have been Andrej Sekera leaving L.A. for a new 6-year, $33 million deal with Edmonton, Artim Anisimov getting a 5-year, nearly $23 million deal with Chicago and, to the dismay of of Jets fans, Michael Frolik leaving Peg Sheety and signing a 5-year, $21 million deal with Calgary.

Both Alberta teams (Edmonton and Calgary) are being quite aggressive this off-season in terms of making changes. Should definitely look for them to make more of an impact next season.


EDIT: Oshit, the Jets just announced that they've agreed to a 2-year deal with a "back-from-the-KHL" Alexander Burmistrov.

American hockey fans are able to watch a broadcast being done by NHL.com (which, oddly enough, won't work here in Canada).


EDIT 3: Not related to today's events, but still worth noting that when Chicago signed Patrick Kane to that new contract, it was for his hockey skills, not his singing skills. :lol:

Mark the date, boys and girls. Quebec City and Las Vegas have each officially filed the papers to apply for an expansion franchise.

QUEBEC CITY, Que. - The media company Quebecor Inc. has officially entered the running for an NHL expansion team.

The company said Monday on its Twitter account that it has submitted its "candidacy for the NHL expansion process in order to bring the Nordiques back to Quebec City."

The NHL announced last month that it was opening the formal expansion process.

Quebec City has not had an NHL team since the Nordiques left for Denver and became the Colorado Avalanche in 1995.

Quebecor owns the new 18,259-capacity Videotron Arena in Quebec City. It's among several groups that have expressed interest in an expansion franchise, along with Las Vegas, Seattle and others.

The NHL has said the earliest any expansion would happen is the 2017-18 season.

The league set July 20 as the deadline for potential expansion team owners to submit their bids for teams bids that include a $10 million down-payment, with $2 million nonrefundable.

There are 16 teams in the Eastern Conference and 14 in the West, which would seem to make Las Vegas and potentially Seattle or Portland, Oregon, favourites for expansion. NHL Commissioner Gary Bettman has said geography is an issue, but not the determining factor.

The NHL has a relationship with Quebecor through its French-language television-rights deal with the TVA television network.
