A government video shows the potential destruction caused by hackers seizing control of a crucial part of the U.S. electrical grid: an industrial turbine spinning wildly out of control until it becomes a smoking hulk and power shuts down. ^ Happened already without 'crackers' doing anything really: the big blackout some years back around New York.

Having no reserve where needed makes things fall over like dominos.
You can try to 'blame' it somewhere else, but its the maintainers of the infrastructure that are responsable (btw, not much different here in europe although on a somewhat smaller scale).
