They should have started to notice the smell after a couple of weeks....unless they were living near a hog fat rendering plant (a la The Simpsons).

Well considering that the old man was roughly 100 years old as he died, it is quite possible that his mobility and sanity were both long gone by the time he died.
As for the smell... I've had stuff decaying in my garbage bin all too often when forgetting to take them out... so albeit saying that "I'm speaking from experience" would be too extreme, I suppose the smell would be notable, but quite tolerable.
