does that mean a doctor will have to put a almost dead patient on IV, pacemaker, blood flow machine, electrodes, and injecting morphines on the patient to keep him/her alive???

Maybe it's like that (false) urban legend (http://www.snopes.com/disney/parks/declare.asp) about Disneyland.  The story goes, they don't officially declare any injured person dead until they're outside of the park.
