For videocard, you don't really have to spend too much to play Sims 2. Just as long as it's not onboard video. But even if it is onboard it would probably still play it ok cause even onboard video has some pretty good support.
RAM is probably the most important for the Sims 2. Luckily it's pretty cheap now so you shouldn't have any problems getting a machine with 2-4gig of RAM.
What you should do is post the specs of the machines you're interested in buying and then people should be able to tell you if they'll run the Sims 2 ok.

I think both of those will run the Sims 2.
That's actually not a bad price for that laptop considering the screen (for anyone confused, this is Aus$ not US)
The PC specs seem farely average and I think for that price there really should be a monitor included but ohwell.
The PC will run the Sims 2 a bit smoother due to it's videocard being better (although it is still a basic videocard, most of them coming out nowadays are pretty good) but I'm sure the Laptop's Intel 4500MHD graphics Accelerator will do the job good enough for you.
You would really just have to decide if you need portability or not.
