A 40-year-old woman confined her 18-year-old daughter in their house in Fukuoka from birth and denied her compulsory education, police said.
The confinement came to light when the mother was arrested early last month on suspicion of injuring the girl, who has been taken into protective custody by the police.

this happened ever since the girl was born.
But it was found recently because she left out her home after she got beaten by her mom from watching TV (if I remembe correctly) and someone reported to the police.

I think he means if these sort of occurences have been happening recently, not just this case.
this reminded me of a story I heard in Psychology class where a girl was kept in the attic by her father for years since she was a baby and had no other human contact (or any contact whatsoever with the outside world) except her father (or mother too, can't remember). they fed her and stuff, but she was malnourished, and they didn't talk to her at all so she didn't know how to speak; just cry.
