Mixed blessing.
Lower Pop Means Less Hot Japanese Girls :(
But it also protects Japan's natural areas and lessens overcrowding. :)

To me, at a certain point of time it's a good way to have a higher death rate than birth rate because it controls overpopulation, not just in Japan but anywhere else where overpopulation is a problem.
