It sounds like either Tanaka Nao (http://wiki.jpopstop.com/index.php?title=Special:Search&search=tanaka+nao&go=Go) or Okubo Kaoru (http://wiki.jpopstop.com/index.php?title=Special:Search&search=okubo+kaoru&go=Go) arranged this.
Daichi did Jounetsu Kiss on P9D, but that's more airy, with a clearer bubblegum influence.

At first I favored Nao because of the piano and drum lines, but his other works reveal a more sound-heavy style.
Kaoru, on the other hand, has more stripped down pieces to his name, especially Aki Urara. Also, the "waaaaaoooow" sounds in the background of the chorus is definitely the same as in Nanchatte.
It's hard to describe in words why I don't believe it's AKIRA, but it just doesn't sound like him, despite the similarity to his style. It's kind of like how "Waracchaou yo Boyfriend" techinically is in the same style as the Tanpopo 2.0 songs, but at the same time isn't. Similarly, Destiny Love is slightly lighter than even AKIRA's stripped down arrangements, like C\C's chorus right after the dance break.
