Vice President Dick Cheney accidentally shot and wounded a companion during a weekend quail hunting trip in Texas, spraying the fellow hunter in the face and chest with shotgun pellets. (http://www.usatoday.com/news/washington/2006-02-12-cheney-hunting_x.htm)

And it seems he had no hunting license (for the animals he was hunting, not sure about the person)...
