Here's a fascinating bit of research that caught my eye: According to a new report by the College Savings Initiative, kids with a savings account in their own name are six times more likely to attend college than those without an account. Honestly, I think of it more like parents giving them a foundation for them to understand the value but in the end, determination is the only key

in general case - yes, but in this particular one?
suppose, family is rich, they have enough money and they put them on personal kid's acount -> kid has account, kid goes to callege. so ENOUGH condition is satisfied.
from the other side, if family is poor, they don't think about personal accounts ->kid hasn't account, kid goes to army, gas station or somewhere else. NEED condition satisfied too.
in real life everything is not so strict, we must use terms of probability, and that's how 6:1 condition appeared.
