The fine is minimal, and this whole thing is a pretty obvious farce. The Malaysian government probably just issued the fine because they're expected to do it by the section of the Malaysian population that's ultra-religious and "old school". However, they're not stupid. $2800 is probably what the concert brought in just for the drinks people bought. They know that this concert would bring in tons of money for the Malaysian economy. If they were REALLY against the concert being there, they wouldn't have allowed it to happen there in the first place, they would have banned the act from ever appearing on Malaysian soil.

I agree with what JFC said, I don't believe that they didn't know that Pussycat Dolls has sexually routines. If I'm not mistaken, all acts that wants to perform in Malaysia must pass some sort of test/criteria/whatever because there were rumours that RHCP couldn't perform here because they were tattooed, wild etc etc. So I guess they just fined because they were expected to, just as JFC said.
