I'm not sure prison is the best solution here. I'm not sure what is, but I fail to see what interests are being served by locking her up.

Right.
Three years is absurd. But you know... the whole "war on drugs" thing (that will never be won honestly). It's not like locking her up changes anything. Whoever was buying from her is probably just going to get it elsewhere. They're not just going to stop.
So basically all they did was rid the Bingo-playing population of one member. 'Tis a shame.
