Japan's famous for having practically everything available from vending machine. The downside to this is that stuff like cigarettes are made more easily available to curious, young kids. To try and curb this:

The Tobacco Institute of Japan and other organizations have announced plans to introduce ID cards for cigarette vending machines in 2008 in a bid to bar underage purchases.

lol this is a new change for smokers, but kind of an hastle to get those ID cards just to use the vending machines =_="

Cracked/hacked ID card would probably also be introducted >.>
