I immediately disregarded the 'advice' after reading this:

Oral sex was said to be the main mode of transmission of HPV but the researchers said mouth-to-mouth transmission, for example through kissing, could not be ruled out.

So what are you meant to say to your lover? "Oh sorry honey, not tonight no, I'm afraid I'll get throat cancer if I kiss you" Screw that. These facist health surveys are designed to put the fear of God into you and control you. And if there's one report against something, there will always be one for it sooner or later. Just know that each individual person has different genepools, with varying levels of resistance and addiction and just because it's linked to a select group of people, does in no way reflect it will happen to you too. What do you say to someone on their death bed with the disease?

Of course, you have to understand these researches: since they don't really have a clue of what cancer really is, or how it starts (or else they would have found a cure long ago), they have to blame it on something they are disgusted with. They don't like oral sex? "Wait, why don't we say it causes cancer? That way that nasty behavior will go away".
Come on, you know I'm right. That little list there is a great example. Chinese food gives you cancer? Wow, then chinese people don't eat chinese food, given they have the BIGGEST population in the world, and the lowest percentage of cancer cases too.

There's some 'sick buildings near where I grew up. One is a huge high school built in the 1960's, but boarded up for the last 40 years. It's really eerie  driving past it.

Basically they're buildings where people in them keep getting sick - even after cleaning, environmental assessment and everything else. Eventually they just board them up and abandon them (since no one is going to buy a sick building).

For them, everybody should kiss or oral with protection like Saran Wrap (Food wrapping). 

The Saran Wrap is more likely to cause cancer than oral sex.

I can see it being an issue with a lot of strangers (who might have stuff), but with a partner it's just protein and water. You're as likely to get cancer from eating a steak.
