It sure is blackmail in how it is worded, I would actually consider this 'the worst way' of writing a resignation letter.
If I as at the new company had to 'sift thru the applications' (and yes I am at times requested to judge applicants based on those letters) and get wind of this I would not even consider hiring this person.

As a former (and now parttime) system administrator I can sympatise with the first few paragraphs, and I have known situations with people leaving where we immediatly changed all system passwords after that.

Well, not everything on "humour" sites are jokes. Quite often people post about stuff that happens in real life that just happens to be funny.

When someone calls you in reference to employment, it is illegal for you to give me a bad recommendation as I have consistently performed my duties and even more. The most you can say to hurt me is, "I prefer not to comment." To keep you honest, I will have friends randomly call you over the next couple of years, because I know you would be unable to do it on your own.

Actually, no. He can freely tell anyone that calls that you're rude, arrogant, and belittling solely on the basis of this letter.

The other two are pretty clearly blackmail (or more accurately extortion).

Anyway, I really didn't find it that funny. I've seen enough similar wankery by people who think because they know a bit about computers/biochemistry/the law/business they're entitled to act like a complete prat.

Well I gotta say that I'm pretty sure that the letter msut have actually existed, for one simple reason: basically if ti was jsut a fake letter then there really isn't any humour in it. I didn't really find it funny myself anyways but fair enough if you did, I just dont' see how it could ever be funny to anyone if it was fake as anyone could write something like that.
