That kid certainly has a mental disorder in my opinion and no amount of counseling will help except to maybe control it slightly, however, it's the Northern Territory, chances of him getting any form of help are slimmer than slim... The NT is very a low socioeconomic region, at least around that area... there is so much child sexual abuse, violence, drug and alcohol problems and a whole bunch of other crimes that go on there so I'm sure that kid has grown up seeing that from his parents and a lot of people around him (even if he isn't Aboriginal)... Whether these problems are coz of the people there or the government is debatable but unfortunately, as sad and wrong as this act was, it's not particularly surprising.
