It's a 1975 pop song sang by the idol group Candies, original title is "Haru Ichiban."

By the way, when the song was released in 1976 as a single, it sold more than 500,000 copies. I don't know the exact ranking, but judging from that number it should have been in the top 20 oricon year-end ranking for sure.
