A few questions,
Members have chatted(in a sense) with commenters on Google+ though, and why would Togasaki have to get involved and not just HKT's management, unless this is how it works, but I wouldn't claim to know much about it. Also, why would her parents ave to sign a document of consent when AKB/HKT management basically owns the contract?
