About Balrog, I agree! but if you think it's bad with Fei Long, you should try it with Honda!!
Most matches go like this (with a good player):
Round starts, he sits down.He does this, because a) all headbutts apart from EX are unsafe on block and he will punish with his own charge moves and b) he can punish ALL of Honda's possible jump ins (even buttslam) with c.HP, and not even trade damage.
The matchup is rated as 5:5 on Tier lists, which I feel is
kind of correct however Balrog has about 4 versions of his dash punch, EX versions have super armor, plus he has 2 guaranteed ways into ultra 1, you can't say the same for Honda.
Now, since he's sitting there and you can't move forwards (walking forward = dash punch in the face, jumping in = c.HP or headbutt, focus attack = dash punch [armor breaking]) or do a headbutt if you have no meter, basically it's a stalemate and you have to wait it out on life lead and for the time to run out, if the Balrog STILL won't move. Even if you do finally get close, Balrog can keep your blockstun busy with all his light punches so you can't actually do anything back, or if he actually hits you with a light punch he'll follow up with his combo into Ultra 1 then sit across the screen, then repeat it all over again.
This used to bug me way more back in SF4 when there was way more Balrog players, or maybe I'm just more able to deal with it now or they're more impatient and give up these days, so it's not so bad for me anymore, just really freaking boring lol.
Dhalsim is kind of a similar situation with Honda, as he can zone you out and keep you there, and really you can't do much but wait it out and try and get an opening, usually when they try the trick where they do a fireball or ultra 1 and teleport behind you and try to hit you low and high at the same time so you can't block the ultra, or do the cross up.
Chun-Li and Guile & Ryu are other examples of zoning him out. Honda has so much trouble with zoning, you can only really rely on them either, giving up on it or taunting/showing off because they know you can't do anything about it, then punishing them for it, but some people are relentless and endlessly patient, so you're fucked basically, lol.
