Investigators said the five filmed a one-minute video inside the Kikkoro Gondola cable car at about 2 p.m. on May 2. In the video, the female actor exposed her upper body and man was filmed touching it, police said.

The video was broadcast on a satellite channel on Aug. 26 as part of a longer program. A 26-year-old man from Tokyo who saw the video noticed that it had been filmed in the expo cable car and reported it to the expo association.
