What's your seed ratio? H!O encourages people to seed the stuff on the tracker to at least 1:1. If you're ratio is below that by a certain amount, then your account is automatically given a "waiting period" for new torrents (i.e. you have to wait a certain amount of time before you're allowed to DL it). The worse/lower your ratio, the longer you have to wait.

Nope, it was some kind of a bug. Because my dl\up rate's 1.48something... It came of couple of minutes later.
