suppose, family is rich, they have enough money and they put them on personal kid's acount -> kid has account, kid goes to callege. so ENOUGH condition is satisfied.
from the other side, if family is poor, they don't think about personal accounts ->kid hasn't account, kid goes to army, gas station or somewhere else. NEED condition satisfied too.
