Tenniscoats = Takashi & Saya Ueno
http://www.myspace.com/tenniscoatsNot exactly obscure as they are an underground but relatively popular husband/wife duo who have toured the states (w/ Deerhoof.. a great band by the way), UK, Australia, Sweden, and other countries besides Japan.
(in Japan, they've toured with the likes of Mono and Shugo Tokumaru)
I'd describe their music as a mix of folk/ambient/jazz. Aside from Tenniscoats, Takashi and Saya have their own solo material and whore themeselves out to many side-project bands.
Here's an interesting write-up on them:

http://www.myspace.com/secaiThese dudes engineer beats that are ambient/experimental.
I nornally don't listen to music of the ilk of either band, but i bought Tenniscoats & Secai on an impulse to broaden my musical tastes. If you wouldn't mind peeping music with a Portishead vibe and Quinka with a Yawn-esque vocals, this collab CD might interest you.
