You're describing a very basic martini recipe. Most martinis these days are just double-shots of vodka with a splash of something else (like Gin or Vermouth or some type of fruity liquer for the martini-wannabes like Comsopolitans or "Fruit"-tinis). If you want to get nit-picky, they aren't really martinis per se, they're cocktails that are served "martini-style" (i.e. in martini glasses).

Of course they aren't. I don't know in other countries, but at my home you'd get weird looks if you were having a glass of vodka BEFORE lunch.
