Sometimes, in his off hours, Yie Eun-woong does a bit of investigative work.
He uses the Internet and other means to track personal data and home addresses of foreign English teachers across South Korea.
Then he follows them, often for weeks at a time, staking out their apartments, taking notes on their contacts and habits.
He wants to know whether they're doing drugs or molesting children.
Yie, a slender 40-year-old who owns a temporary employment agency, says he is only attempting to weed out troublemakers who have no business teaching students in South Korea, or anywhere else.

The only problem is that he is trying to solve a problem the worst way ever and I believe that his intent is good but maybe try to find proof of it and try to link up with somebody that has background in it. Other than that, he is definitely stalking

There are some qualified teachers and there are definitely unqualified ones. The government creates this problem by making English tests make or break you. Lots of people that want to succeed hire any "foreigner" hoping this will give them an edge. Solution to the problem, get off the damn English is necessity and let people relax.

...as someone who's going to teach English in either South Korea or Japan (probably Japan, since I'll know the language)
