CHI CHI (치치) is a seven-member South Korean girl group under Korean music label Yedang Entertainment. The group's name is an acronym for “Creative electronic House Idols" which represents their overall music style. The group made their official public debut on March 2011 with their single "Don't Play Around".

Might be a promo? Can't say for sure. I just know it's really rare for a Korean group to release physical copies of singles, usually just mini-albums and albums.

They sometimes make up promo copies that they give away to people in the industry or through contests or whatever, some examples:
