The article is pretty short so maybe they left something out.
Or maybe Nakagawa has a sickness of his own that causes him to make strange comments....

Maybe Kim Jong Il watched too many cute Japanese girls on the internet, which is bound to up anyone's blood-sugar, and he blames all of Japan for it.
